Lucky Garcia has been a resident of Hialeah Gardens since 1984. Hialeah Gardens is the place where he and his wife Lori have chosen to raise their family. They have three lovely children, Ashley, Aryn, and Austin. Over the two decades that they have been residents of this city, the Garcia’s have worked hard to know their neighbors, and to improve the conditions in their community.

Lucky graduated from Hialeah High School. He continued his education at Miami Dade Community College, where he received an Associate in Arts degree. He then attended the University of Miami earning a Bachelor of Science in Electrical Engineering.

Lucky holds certifications as a CEM Certified Energy Procurement Professional, CEM Certified Energy Manager, and a CDSM Certified Demand Side Management Professional. A member of the National Society of Professional Engineers, the Florida Engineering Society, and an associate member of the Institute of Electrical/Electronic Engineers, he is also a member of the American Society of Healthcare Engineers and the Florida Healthcare Engineering Society.

Councilman Garcia has served on the Hialeah Gardens Planning and Zoning Board. He has also served as a member of the Hialeah Gardens Water and Sewer Board, the Board of Directors of the Hialeah Gardens Foundation, and the Hialeah Gardens Health Facility Authority.

In March 1994, Lucky was first elected to the Hialeah Gardens City Council by popular vote. He was re-elected, without opposition in 1996, 1998, 2002 and again in 2006. During his tenure as a Council Member he has been chosen by his peers to serve as the City’s Financial Director, the Council’s Vice-Chairman and most recently as Chairman of the Council.

Lucky has served as a volunteer staff member of the University of Miami Football Team, and a member of the Palm Springs United Methodist Church Board of Trustees. He also serves as a member of Youth Co-Op Charter School’s EESAC Education Excellence School Advisory Council, and a volunteer staff member for the Florida International University Athletic Department.

During his time in office, Councilman Garcia has sponsored initiatives to curb congestion and prevent overcrowding. He successfully led a drive to increase lot widths for single-family homes. He has pushed for the development of new parks and the expansion of existing ones. He served on the original acquisition committee for the purchase of Westland Gardens Park, and has worked to expand facilities at Westland Gardens, Golden Eagle, and Joe Sherron parks; as well as exploring funding sources for the acquisition of new parks. He has struggled to increase efficiency in city operations, so as to improve city services while alleviating the tax load on our residents. Lucky has labored to expand the ranks of our police department and improve the equipment available to our police officers.
